I appetite to connect 8 feet of 18 gage wire to one terminal of a 12 volt car battery and coil the insulated wire around a shop, then connect the wire to the other terminal. What do I need to control current and voltage so its safe?

if you unite 1 terminal to the other directly you will drain out the battery swiftly.

wonder what you are actually trying to do? might be easier to accomplish with a "fortification wart" style transformer
